Janet Webber's name is connected to - The Bold and the Beautiful

First of all, the surname Webber is the same as Charlie’s, but I don’t believe that there is any connection there, just a coincidence.
But Robin Mattson originally played the role of Sugar. I believe that the name Janet Webber is just a little wink in honor of Robin Mattson’s roles in other soaps.
She was Janet Green on All My Children and Heather Webber on General Hospital, two roles that she played for years.

I was thinking the same thing. When I heard that name Janet Weber, it sounded so familiar. My memory went straight to Heather Webber(GH), and Janet Green(AMC). Nice nod to a great actress Robin Mattson!
